Jiangsu is the first province to explore and carry out the cultivation of high-value patents. As early as 2015, in the Opinions on Accelerating the Construction of a Strong Intellectual Property Province issued by our province, it was clearly proposed that “the implementation of high-value patent cultivation plan” be implemented. In the same year, the Provincial Intellectual Property Office, together with the Provincial Department of Finance, set up the High-Value Patent Cultivation Program to support the leading backbone enterprises, universities and institutes in the industry to take the lead, together with high-quality intellectual property service institutions, to set up provincial high-value patent cultivation demonstration centers.

After eight years of practice and exploration, 99 provincial high-value patent incubation demonstration centers have been established in our province, and 333 municipal and county-level incubation centers have been set up around the province, covering key industries such as high-end equipment manufacturing, biomedicine, new materials, energy conservation and environmental protection. The province’s 432 high-value patent incubation centers focus on key core technologies, accelerate patent application and layout, and have become the core force to support the innovative development of 14 key industries.

By the end of 2021, 77 colleges and universities in the province had released 5810 scientific and technological achievements on the platform of provincial technology property rights market; in 2021, 1932 patents (achievements) of colleges and universities in the province were selected to participate in the auction season, 75 of which were sold in the auction, and 106 technical solutions were collected through “unveiling the list”, 59 of which were sold in the auction.
